The objective of the project is to strengthen the MOD’s institutional capacity to internalize and improve development of an effective system of ethics. The end-state is a MOD consisting of a ready, values-based force. Achievement of a ready, values-based force will support Iraq’s primary goal of a unified, stable and democratic Iraq. A values-based MOD will also serve to instill confidence in the Iraqi public that the MOD is a professional force exhibiting at all times personal and institutional integrity.
